"Today the government has set a very serious business tasks: the development of domestic production and import substitution. To achieve these goals new mechanisms are being developed and theirs effectiveness is monitored by the state. Thus, the president of Russia has set the task for the project financing development, investment projects support program implemented in the territory of the Russian Federation on the basis of project financing, approved by the RF Government Decree number 1044 and provides loans granting over special terms. However, it covers only large business projects with a total value of more than one billion rubles and the share of own funds at least 20%. As a result, tens of thousands of small and medium-sized businesses (82 thousand in the Primorskiy region) remain behind. Despites that this producers segment plays a significant role in ensuring food security and are able contribute to this important task solution. Potential is a huge. Therefore, I believe that the small and medium businesses need project financing, as well as big business. At the same time it is able to generate cash flow but it’s impossible to commence a construction without additional funds (note that returnable ones)"- Viktor Marchenko said.
